UP@100: Vinzons UPgrade

Known far and wide as an icon of student leadership, activism and involvement, Vinzons Hall was established as the university’s premiere student center. Through the course of its existence, it has been a leadership training ground for the Iskolars para sa bayan. However, over the past few years, the physical structure of Vinzons Hall has rapidly been deteriorating. The downgrade of its physical condition has greatly affected its image as a student center. Hence, this centennial year, the university student council recognizes the need to re-establish its true essence as a premiere student center.

 

Spearheaded by the USC Vinzons Hall Committee, the Vinzons UPgrade renovation project is a joint effort with various UP students and organizations. The aim is to tap into the skills of various students from their respective fields of expertise. The entire restoration project encompasses a long term plan involving four key phases. The first phases focus on the renovation and restoration of its existing facilities. The goal of this phase is to preserve the architectural heritage of Vinzons by applying modern day designs to further emphasize its historical features. This renovation phase shall then be followed by the integration of relevant student services into these facilities. All these are geared towards the establishment of a true student union. Funds for the restoration shall be raised through alumni solicitations and corporate marketing. We aim to complete the first phase before the end of 2008.

    wait wait wait! Im having a suspicious note on this project.

    bakit po “Vinzons Upgrade” name ng project niyo? Do you have other intentions of saying sa susunod na election na natupad yung nasa GPOA ng Alyansa na “Vinzons Upgrade” rin ang name? And it seems like puro po taga Alyansa yung mga Team Heads, may member po ba ang Vinzons Renovation (i think this is more appropriate) committee/team na taga ibang party? or minomonopolize niyo yung project para masabi niyong project niyo yun as an alliance? I suggest palitan niyo siya. And sana mabasa rin ito ng other parties para di na siya maulit anymore.

    Pero, i like the concept. =) Sana nga ay maging beneficial siya sa lahat ng ISKOLAR NG BAYAN.

    And please. sana po ay wala ng rental fees sa mga rooms sa Vinzons. Kasi we’re having a hard time paying it. Lalo na yung isang org ko po ay napakalaki sa numbers at andalas namin sa 4th floor, Alcantara, at yung room near the Collegian.

    natatawa ako sa “iskolars para sa bayan” spiel ng mga ito. forcing a square peg on a round hole. but anyway, back on topic.

    if I remember correctly, binuo yung vinzons hall committee bilang ad hoc, tama ba? if yes, i’m wondering why the whole council wasn’t consulted of it before its creation, which seems to be the case dahil alyansa-filled yung buong team. if hindi naman siya ad hoc committee at alam naman nung other parties, then it is probably assumed that this project is under USC’s name and only USC’s name in general.

    alam ko sinimulan na nung council before the present yan eh. nagfund raising sila ng up baller ID’s nung first semester para sa varsity at sa vinzons diba? wala lang, dagdag ko rin lang.

    sana restoration ang maganap, hindi yung complete overhaul. may mahusay na painting si professor neil doloricon ng fine arts doon sa lobby done with Alay Sining, hindi sana mawala yun, bagkus sana madagdagan pa ang ganung klaseng mga implementations dahil ang sining makabayan na yun ang bumubuhay sa diwa ng mga tunay, palaban at makabayan na lider-estudyanteng ISKOLAR ng BAYAN ng Unibersidad ng Pilipinas.

    hahaha, what’s adhoc pala? bobo na ba ako pag hindi ko siya alam? do you have voting pa rin kung sino ang kukuha ng vinzons committee project or is it simply appointed ng special standing committees?

    it seems like you are a stand up person 05-21830. halata siya. pero i think if kaya pagandahin pa yung wall art why not gawin siya uli pero with the same artists/ group of artists diba?

    yeah, STAND UP ako through and through. but I don’t carry that around as a badge, and I certainly speak only for myself unless it is an official statement from STAND UP that I’m bearing. ANYhoo:

    okey lang sa akin kung papalitan sya with the same artists. ang sabi ko lang, sana madagdagan pa. i wouldn’t like Vinzons to look docile & neutered, mawawala yung diwa niya eh.

    Hi!

    We came up with the project name “Vinzons UPgrade” just this summer. I think you’re confusing this with the “Rejuvinzonation” project in the Alyansa GPOA last election. This is a different project. Vinzons UPgrade is a USC project :)

    When the committee was established, I sent an invitation to join the committee to the whole USC (just like what the other committees did). Moreover, as I always reiterate, the Vinzons UPgrade project is a joint effort with the UP students. Anyone who is willing and dedicated can be a part of it :)

    The USC members above were among those who initially replied. In selecting the heads, I also considered among others (1) their fields of expertise/ capability (2) current work load. Yeah, there are other USC members (from other parties) who are also part of the committee (e.g. Lester Yupingkun, Eshei Mesina and Issa Baguisi)

    If you have friends (or even your org) who want to be a part of this project, please tell me. We need all the help we can get :) Thanks!

    Hi!

    As I mentioned in my previous replies, Vinzons UPgrade is a USC project. Everyone is invited to be a part of it. I hope we can all work together to make this happen.

    As for the baller ID’s, I’ll look into that. Thanks for the info :) However, based on our meeting with outgoing USC Councilor Paolo Mapula (former Ways and Means Committee Head), the sale of baller IDs resulted in a deficit (most of the revenue is in the form of receivables). Hopefully we can track this down and resolve this so the funds can be directed to the restoration of Vinzons Hall.

    You’re right. The entire project will actually be more of a restoration. We won’t make any drastic changes. Actually we are coordinating with Professor Mata of the College of Architecture regarding the preservation of the building’s traditional/ historical features (please visit arkirep.multiply.com to see Prof. Mata’s comments on the draft designs).

    Regarding the mural in the Vinzons Hall lobby, we are actually coordinating the with Artists Circle Fraternity. Whatever changes done with the mural shall be consulted with them since they were the ones who painted it during the 1970’s. They already offered to paint a new mural. However, before we can start working on the mural, we first have to fix the lobby itself (floor, ceiling, electrical, etc.).

    An ad hoc committee is one created for a specific purpose (in this case, the renovation of Vinzons Hall). The existence of an ad hoc committee ends when its specific purpose is completed. (Other examples of ad hoc committees include the Election Code Revision, UP Fair, etc.)

    As stated in the USC Constitution, the USC Chairperson creates and appoints heads for Ad hoc committees and special standing committees. (ART III SEC 1b, ART IX SEC 3)

    the vinzons hall was built in honor of WENCESLAO VINZONS, a true student leader, a genuine ISKOLAR NG BAYAN! sana huwag namang gamitin ng kung sino man ang vinzons upgrade project na yan para sa pansariling interes.

    regarding the creation and appointment of Ad Hoc heads and special standing committees, tama naman na yung usc chair ang nag-aapoint at nag-iinitiate ng pagbubuo ng mga nabanggit pero siyempre dapat inihaharap pa rin niya ito sa buong council para democratic ang pagbubuo.

    sana nga magkaroon ng katuparan na mai-involve ang pinakamaraming student orgs sa project na ito para matawag nga itong project ng collective na pagkilos ng mga iskolar ng bayan.

    oh, so iba pala siya at working title pa lang ang vinzons upgrade? di kasi siya ganun kaappealing pakinggan… actually we are already part of it na, di ko na sasabihin anung org, di rin kasi ako active doon.

    how about the room rentals? may gagawin ba kayo doon. kasi diba student center naman siya dati and it is just right na ang makagamit nito ay mga students din. and tambayans? aayusin niyo ba siya at daragdagan?

    and………………….. si chair pwede mag appoint without consultation sa lahat? wow, hindi siya democratic. =(

    Well and good, and I applaud the USC’s efforts. Here’s to remaining true to Winceslao Vinzons’ name, a true militant nationalist and student leader.

    Incidentally, you mentioned that restoration is just the first of four phases. What are phases two to four, if I may ask? :D

    Hi! :)

    As indicated in our long term 4-phase plan, the org tambayans are part of the scope of the project.

    The use of the rooms and rentals fees are beyond the scope of the Vinzons Hall Committee, as decided on by the USC during its April 19 GA. However, rest assured that the USC will safeguard the students’ rights to the use of these facilities.

    from your answer po kay 05-21830, sa phase 4 po ba ay mag-eexpect na po kami ng mga lilitaw na parang mushrooms na Mcdo, Starbucks, and the likes? How did you end up making a plan na sa phase 4 covered po yung student tambayans? didn’t you see it as a priority?

    I’d be happy if you’d improve upon the UFS instead of looking for concessionaires. Bookstore? Maybe you should improve the TREC instead, and help improve other student-based library services such as the dormant CNS library in Vinzons. Andami kasing commercial establishments, I suggested to shift more on genuine student services that the students need not spend money on. I’d like to hear the rationale behind business-oriented services, maybe there’s something about it that I don’t know.

    To 06-98233:

    Phase 4 focuses on STUDENT SERVICES. We are currently consulting the various orgs/ local councils regarding what specific services should be included. Rest assured, these services will be relevant and consulted with the students beforehand.

    The student tambayans are definitely a priority. The “students’ tambayans” included in phase 4 covers the integration of various rules and mechanisms for the use of these facilities (however, as mentioned earlier, these are not included in the scope of this committee for this year). The actual renovation is covered in the earlier phases.

    i think its a logical move.. the phases should not be a measure of priorities, rather, phases consider probably the ability to move resources and to actually implement something. For instance, you don’t work on your living room if your house isn’t up yet. Try doing your bedroom interiors without doing your actual floor slab and roof. Goodluck

    Thanks for the suggestion. We will look into that possibility. The bookstore I was thinking of was more of a school supplies shop. As I mentioned in my previous reply, we are currently conducting a consultation regarding what exact student services should be included in these facilities.

    You’re right, we shall be revitalizing these genuine student services. This will be the main focus of phase 4. We envision Vinzons Hall to be a place where students go to for all their student needs: the student hub. This way, students do not have to go all the way to SC or Katipunan just to buy school supplies, print/photocopy stuff or have lunch. These small businesses (which provide relevant student services) are ideally owned and managed by students/ student organizations themselves.

    The long term goal of the project (more than the renovation) is the institutionalization of a true student union. For this to happen, Vinzons Hall should be self sustaining (independent from admin influence).

    Again, these are all still tentative plans and are subject to change based on the results of our consultation.

    may I just suggest that this Project have consistent terminology? The words ‘renovation’ and ‘restoration’ are being used interchangeably but apparently the latter is more appropriate given the Project’s objectives. It was also specifically stated in a post here that is indeed restoration.
